The APRODEV programme for Eastern Europe, Caucasus and Central Asia (EECCA) closely cooperates with local partner organisations in EECCA countries. Since 2004, it assists local civil society in being informed by EU development and foreign policies and empowers partner organisations to contribute with their expertise to political reform processes pursued by their governments in cooperation with the European Union.

Following processes of decentralisation, APRODEV member agencies have opened offices in Bishkek, Kyrgyzstan (DanChurchAid and ICCO/Kerk in Actie), and in Dushanbe, Tajikistan (ChristianAid), to operate closer to the needs of local partners. Together with them, these offices coordinate their development and humanitarian work in Central Asia and link up directly with the APRODEV secretariat in Brussels.
